Tijdens een woedeaanval vermoordt Minister van Defensie David Brice zijn maitresse. Om het schandaal te verbergen, creëert zijn trouwe medewerker de perfecte dekking: hij 'verzint' een verleidelijke moordenaar - een Russische spion - en roept dan de hulp in van marinecommandant Tom Farrell om hem te vinden. Echter, als door het lot bepaald, heeft Farrell ook een sterke betrekking met het slachtoffer... en alle sporen die hij ontdekt om de misdaad op te lossen leiden direct naar hem! De zoektocht van Farrell naar de moordenaar is niet alleen een zaak van nationale veiligheid, maar is er ook een om zijn eigen hachje te redden.
