William Watts is een goedhartige man. Nadat hij zijn baan als ambtenaar bij een huwelijksvergunningskantoor heeft verloren, besluit hij zijn eigen bedrijf te openen. Onder de naam Romance Inc. weet hij er een succesvol huwelijksbureau van te maken. Wanneer hij zijn secretaresse, Cynthia Douglas, bij een rijke klant vestigt, beseft hij dat hij echt verliefd op haar is.
