Na de dood van Jeff Johnson, parlementslid voor Florida, ziet zijn naamgenoot Thomas Jefferson Johnson, een derderangscrimineel en eersteklas charlatan, zijn kans schoon om diens plaats in te nemen. Hij lanceert een campagne die louter op naambekendheid is gebaseerd (Jeff Johnson, de naam die U kent) en slaagt er wonder boven wonder in om verkozen te worden. In de lobby's en informele machtsorganen rond het congres voelt Thomas zich prima thuis.
