John Berlin, politieagent uit Los Angeles en een burn-out nabij, verhuist na zijn mislukte huwelijk op uitnodiging van zijn oude vriend en collega Freddy Ross naar het stadje Eureka, eveneens in Californië. Eén van zijn nieuwe collega's, John Taylor, heeft meteen een hekel aan hem, want dankzij de komst van John liep hij zijn promotie mis.
