Chen Kui-lin is in de criminele wereld een beruchte huurmoordenaar die de diagnose van kanker krijgt. Hij heeft niet lang meer te leven en besluit zichzelf bij de politie aan te geven. Hij ontdekt echter dat hij slechts op de derde plaats staat op de most wanted lijst. Kui-lin wil bovenaan de ranglijst komen en jaagt op de nummers 1 en 2.
