Plot

Detective Harry Callahan, net gerehabiliteerd bij de afdeling moordzaken, nadat hij berispt werd vanwege gebruik van onorthodoxe methodes in een zaak rond een roofoverval, bevindt zich in de situatie dat hij moet werken met de agente Kate Moore. Er wordt verband gelegd tussen een aantal moorden en een terroristenbende, geleid door Bobby Maxwell. Men ontvangt via een bandopname de eis van een organisatie 'The Peoples Revolutionary Strike Force', om 1 miljoen dollar te betalen, ter behoeding van de totale vernietiging van de stad.
