De afdeling Internal Affairs houdt zich bezig met corruptie bij de politie. Nieuwkomer Ramon Avila krijgt al gelijk een moeilijke opdracht: hij en zijn partner moeten de handel van Van Stretch onderzoeken, een oude schoolvriend van de politieschool. Via hem komt Avila in contact met Dennis Peck, een op het eerste gezicht eerlijke agent. Schijn bedriegt echter, want hij heeft connecties in de onderwereld. Geobsedeerd door Peck gaat Avila de verbeten strijd met hem aan.
