Earl Montgomery is afgewezen op de politieschool, en Hank Rafferty is een agent. De twee ontmoeten elkaar bij een verkeersincident, waarna ze als beveiligingsbeambten samen moeten werken om een smokkeloperatie te stoppen. Ondanks dat ze tegengewerkt worden door de politie komen ze op het spoor van de criminele plannen van Nash en zijn bende.
