De aanval op Pearl Harbor is zes dagen geleden. In California,vermoedelijk het volgende doelwit van Japan, grijpt paniek om zich heen. Overal in California staan de zenuwen gespannen. Chaos daalt neer over de hele staat. Een kapitein van de Army Air Corps, een burger met een gestoord gevoel van nationalisme, een burgerwacht en een motorbende openen allemaal de jacht op een Japanse onderzeeboot die van plan is om LA aan te vallen.
