Overste Alan Caldwell wordt gedwongen met de politie samen te werken als de militaire basis in San Francisco het toneel wordt van een schokkende moordzaak. Het onderzoek wordt geleid door Jay Austin, een ex-MP, die wegens disciplinegebrek werd ontslagen. De twee mijden elkaar liever, maar zijn door de omstandigheden gedwongen samen te werken om de moord op te lossen.
