Hoofdinspecteur Dreyfus is helemaal de kluts kwijt en dreigt de wereld op te blazen als inspecteur Clouseau niet aan hem wordt uitgeleverd. Met ongeveer 22 moordenaars achter zich aan probeert Clouseau Dreyfus op te sporen, om hem terug te kunnen stoppen in het gesticht waaruit hij ontsnapt is.
