Wanneer een televisieploeg tijdens een live-uitzending een gênante nederlaag van een politie-eenheid tegen een bende overvallers registreert, bereikt het imago van de politie een dieptepunt. Inspecteur Cheung gaat op onderzoek uit en stuit op de schuilplaats van de criminelen. Terwijl hij met zijn mensen actie onderneemt om ze aan te houden, probeert hoofdinspecteur Rebecca Fong de media te gebruiken om weer een positieve impuls te geven aan de reputatie van de politie.
