Milagro, een klein stadje in het zuidwesten van Amerika. Dit is plek waar Ladd Devine zijn nieuwste onroerend goed project wil gaan realiseren. Men stuit echter op nogal wat tegenstand van de plaatselijke bevolking. Wanneer de gouverneur de gewetenloze troubleshooter Kyril Montana stuurt om de zaak op te lossen, dreigt de situatie volledig uit de hand te lopen.
