Brian Kelly houdt van skateboarden en is daar zo goed in dat hij een zekere status heeft bereikt binnen dat milieu. Zijn geadopteerde broer Vinh werkt parttime bij een organisatie die medicijnen naar Vietnam verstuurt. Als Vinh op een dag iets vreemds bemerkt en rapporteert, wordt hij ontslagen en niet veel later dood gevonden.
