Natuurbeschermer Jack Taggart vecht tegen de grote jongens van Orin Hanner, die radioactief afval dumpen. Als een collega van Taggart vermoord wordt, besluit hij om de smerige zaakjes van het bedrijf tot op de bodem uit te zoeken. Iedereen in het kleine stadje houdt zijn mond, angst om hun inkomsten kwijt te raken, in het begin is er weinig begrip voor Taggart zijn motieven om verder naar bewijzen te zoeken tegen de grote multinational. Totdat het langzaam aan bij de mensen begint door te dringen wat hun en hun omgeving wordt aangedaan.
