De voormalige dief Harry Palmer is nu (onvrijwillig) spion geworden. Hij krijgt de opdracht de vermiste doctor Radcliffe op te sporen, die evenals twee collega's voor hem, verdwenen is. De doctor heeft een dossier dat extreem gevaarlijk kan zijn voor de Westerse wereld. Het blijkt dat de vijand de doctor wil hersenspoelen, terwijl Harry's baas in het geheim met hen onderhandelt.
