De agenten Jack Traven en Harry Temple redden een groep mensen uit een gesaboteerde lift, zodat het brein achter de sabotage, Howard Payne, zijn losgeld wel kan vergeten. Payne besluit een nieuwe uitdaging voor Traven op te zetten: hij plaatst een bom op een stadsbus.
