Ronnie Barnhardt doet altijd zijn best om het plaatselijke winkelcentrum veilig te houden. Als het winkelcentrum geteisterd wordt door een zogenaamde "flasher" komt hij in actie en ziet hij de kans om bij zowel het politiekorps als bij zijn droommeisje in een positief daglicht te komen.
