1990, New Jersey. In de metropool Hudson City verlangt de zwarte en latino bevolking meer inspraak. De heersende blanke politici gaan echter over lijken en branden enkele woningen in een sloppenwijk plat om daar een flatgebouw neer te kunnen zetten. Dat vormt voor de minderheden de druppel die de emmer doet overlopen.
