Drugsbaas Ramon Cota ontsnapt uit een Zwitserse gevangenis en doodt daarbij drie agenten van de DEA. Er is slechts één man die in staat is om Cota te vangen: kolonel McCoy en zijn Delta Force. Het kost hen echter enige moeite om in het schijnbaar onneembare fort van Cota in San Carlos te geraken. De actie bereikt een hoogtepunt wanneer Cota en McCoy hun wilskracht testen tijdens een uiterst spannende finale...
