Gefrustreerd, omdat hij gedwongen is om slechte tv-shows te produceren, begint Rainer, een manager bij een tv-station, met een collega de kijkcijfers zo te manipuleren dat de kijkcijfers van intellectuele programma's stijgen ten opzicht van de doorsnee pulp. Hiermee ontketenen ze een culturele revolutie tegen de machthebbers in de televisiewereld.
