Sam Keenan is een beambte die uitgekozen is als 2de bevelhebber voor de ambassadeur van de V.S. bij een Amerikaanse ambassade in een kleine, turbulente Oost-Europese natie. Wanneer plaatselijke organisaties een staatsgreep proberen te plegen, neemt het hoofd van de natie toevlucht in de ambassade. Vervolgens wordt de ambassade door de goed bewapende organisaties aangevallen. Door deze aanval wordt de ambassadeur van de V.S. vermoord.
