New York, 1988. De stad wordt opgeschrikt door een gewelddadige bendeoorlog, die aan veel mensen het leven kost, waaronder politie-agenten. Bobby Green is een man die tussen twee uitersten staat. Hij is de manager van een Russische nachtclub in Brooklyn waar de zware Russische gangsters kind aan huis zijn. Aan de andere kant is zijn broer Joseph een politie-luitenant, die hun legendarische vader Burt heeft opgevolgd. De spanningen komen tot een climax en Bobby zal hoe dan ook een kant moeten kiezen.
