Agent Russell Steven wordt door een agent van een anti-drugs team aangenomen om een organisatie van drugshandelaren te infiltreren. Om zijn identiteit geheim te houden moet Steven steeds verder gaan: hij wordt gedwongen drugs te dealen en moorden te plegen. Wanneer hij de lijn tussen goed en slecht overschrijdt raakt hij in de problemen.
