FBI-agent Kaminski is uit het corps geschopt wegens zijn ongekende bruutheid. Maar als de FBI de maffia-organisatie van godfather Patrovita in Chicago wil oprollen wordt maar één man bereid gevonden om te infiltreren in het gangsternetwerk: Kaminski! De FBI zorgt ervoor dat Mark Kaminski officieel wordt vermoord en onder de valse naam Joseph Brenner probeert hij het vertrouwen te winnen van Patrovita. Brenner wordt pas echt aanvaard als hij tijdens een bloedige raid op een politiekantoor een grote partij drugs kan heroveren. Tijdens een moordopdracht is Brenner er getuige van hoe zijn goede vriend en FBI-collega Shannon koelbloedig wordt neergeschoten. Zonder zich om zijn dekmantel te bekommeren zal Brenner alias Kaminsky met niets ontziend geweld voorkomen dat Chicago nog langer geteisterd wordt door de misdadige Patrovita-familie. Een keiharde confrontatie is het gevolg.
