Nadat Lee, een detective uit Hong Kong, een grote buit van de crimineel Juntao heeft teruggevonden kidnapt deze de dochter van een Chinese diplomaat in Amerika. Lee wordt naar Amerika gestuurd om als diplomaat op te treden bij de ontvoering, maar daar moet de Amerikaanse politie niets van hebben. Ze besluiten een agent in te zetten om Lee bezig te houden.
