Als de gouverneur van Tokyo wordt vermoord, krijgt ex-CIA agent Travis Hunter (Steven Seagal) de opdracht om de moordenaars te vinden. Hij komt erachter dat deze moord nog maar het begin is van een serie aanslagen; een leider van de Yakuza wil een enorm drugsnetwerk bouwen samen met de Chinese maffia. Hunter moet infiltreren in de organisatie om te voorkomen dat het plan wordt uitgevoerd. Samen met FBI Agent Sean Mack (Matthew Davis) gaat hij de strijd aan waarin Agent Sean Mack zich moet bewijzen en weten staande te houden naast Hunter.De tijd begint te dringen en de situatie wordt voor Hunter steeds gevaarlijker...
