Er vindt een opstand plaats in de 'Correctional Facility'-gevangenis op 9 september 1971. Gevangenen gijzelen 38 bewakers en eisen beter eten en betere levensomstandigheden. Onderhandelingen starten onmiddellijk, maar mislukken telkens door de wederzijdse koppigheid van de 'onderhandelaars'. Hoe zal dit eindigen?
