Een verkrachter en seriemoordenaar terroriseert vrouwen in Los Angeles. Hetgeen alle slachtoffers met elkaar verbindt, is dat ze in hetzelfde gebied werkten. Politieagente Tracey Flemming (Donna Mills) gaat undercover om de dader te pakken te krijgen. Daarnaast heeft ze ook nog te maken met de vooroordelen en seksistische opmerkingen van haar baas Gus Maryk (Michael Constantine). Zal Tracey de psychopaat op tijd achter de tralies krijgen, of zal zij zelf het volgende slachtoffer worden?
