De film vertelt het waargebeurde verhaal van regisseur en vliegtuigbouwer Howard Hughes. Vanuit een fascinatie voor vliegtuigen probeert Hughes vanaf de jaren '30 voortdurend de grenzen op dit gebied te verleggen. Ondertussen heeft hij twee liefdesaffaires met Hollywood legendes Katharine Hepburn en Ava Gardner en ondervindt hij steeds meer problemen van zijn smetvrees.
