In een poging de moslimlanden wat beter te doorgronden probeert de Amerikaanse regering te weten te komen wat moslims grappig vinden. Hiervoor sturen zij komiek Albert Brooks naar India en Pakistan. Brooks, vergezeld door zijn assistent en twee overheidsdienaren, reist van podium in New Delhi naar de Taj Mahal en andere locaties om zijn taak te vervullen.
