Allan leidt met zijn broer Freddie een florerende fruitgroothandel. Maar in liefdeszaken is hij een uitgesproken pechvogel. Dat verandert nadat Allan tijdens een melancholisch uitstapje naar Cape Cod bijna verdrinkt. Hij valt letterlijk uit de boot en wordt gered door een bloedmooie zeemeermin. De volgende dag duikt deze meermin plots op aan de voet van het vrijheidsbeeld in New York. Hoewel ze haar verleden probeert geheim te houden, blijft het haar toch parten spelen: een wetenschapper raakt door haar gefascineerd en ontvoert haar om wetenschappelijk onderzoek uit te voeren.
