Clarice Starling, een jonge FBI-agente, wordt op een zaak van een psychopatische seriemoordenaar gezet. Om een beter inzicht te krijgen in de zieke geest van de moordenaar besluit ze met een andere psychopaat, Dr. Hannibal "The Cannibal" Lecter, te gaan praten.
