18 April 1945. De Tweede Wereldoorlog is tot een einde gekomen in Europa maar technisch gesproken bevindt Brazilie zich nog steeds in oorlog. Een douanebeambte, een voormalig 'ondervrager' van de politieke politie van president Vargas en een Poolse ex-acteur die de horror van de oorlog overleeft heeft en verdacht wordt een Nazi-vluchteling te zijn, ontmoeten elkaar in Rio de Janeiro in een kantoor van de immigratiedienst. De film portretteert een kritische periode in de Braziliaanse geschiedenis waarin het vechten voor je leven centraal staat.
