Pas na verscheidene slachtoffers te hebben gemaakt wordt een seriemoordenaar uiteindelijk gearresteerd. Dan blijkt dat hij na zijn eerste moord al opgesloten had kunnen worden, maar door bureaucratie, juridisch geneuzel en geklungel van de politie kwam hij weer vrij.
