25 jaar later, na de gebeurtenissen in Samurai Cop (1991), wordt rechercheur Frank Washington gedwongen samen te werken met zijn lang vervreemde partner Joe Marshall om een reeks moorden op te lossen die worden gepleegd door een geheime groep vrouwelijke moordenaars.
