Jesse Stone verhuist naar het rustige Paradise in Massachusetts. Hier wordt hij door de gemeenteraad aangesteld om het nieuwe hoofd van de politie te worden. Al snel blijkt dat Paradise lang niet zo rustig is als het lijkt. Op zijn eerste werkdag doet Stone onderzoek naar een zaak waarbij sprake is van huiselijk geweld. Deze zaak leidt tot de ontdekking van grote witwaspraktijken, waarbij bankmanager Hasty Hathaway betrokken is. Hasty zit toevallig ook in dezelfde gemeenteraad die Stone aangenomen heeft. De gemeenteraadsleden doen er nu alles aan om Stone te weerhouden hun duistere geheimen te openbaren.
