Wanneer een aan Harvard afgestudeerde CIA-agent vermoord wordt tijdens een klus huurt de CIA zijn tweelingbroer in, die echter een jongen van de straat is. De CIA wil dat hij het project waar zijn broer mee is begonnen afmaakt. Maar aangezien de broer totaal geen ervaring heeft wordt er een ervaren agent ingehuurd om hem te trainen tot een 'echte' CIA-agent.
