Huurmoordenaar Makoto ontsnapt uit de gevangenis en zint op wraak op de twee agenten, Eddie Cook en Vinnie Rizzo, die hem achter de tralies hebben gezet. Hierbij krijgt hij hulp van een vrouwelijke huurmoordenares die ook een wrok heeft tegen beide agenten. Het is aan Cook en Rizzo om de twee te vinden, voordat ze een bloedbad aanrichten.
