Simon Garden is een reclasseringsambtenaar die niet al te veel succes heeft. Na enkele jaren dit werk te hebben gedaan, zijn er slechts drie van zijn cliënten die niet terug de cel in zijn gegaan. Hij wordt overgeplaatst naar Manchester waar hij al snel in de problemen komt. Een drugdealer vermoordt iemand waar Garden bij is en verdraait de feiten zodat Garden schuldig lijkt.
