De film vertelt het verhaal van een uiteenlopende groep mensen die samengebracht zijn in Norfolk om een Britse propagandafilm te maken. Een vergeten acteur uit het stomme film tijdperk, een copywriter van het Ministerie van Informatie, een kostuummaker van Madam Tussauds en een tot cateraar omgedoopte militair adviseur.
