De late jaren 20. De onafhankelijke organisatie het Heroïsche Korps strijdt voor de Koreaanse afhankelijkheid tijdens de Japanse bezetting, waarbij ze er niet voor terugdeinzen om geweld te gebruiken. Een Japanse politieagent, geboren in Korea, was vroeger lid van deze organisatie. Hij wordt verscheurd door de keuze tussen zijn taak als agent en zijn voormalige beweging die een groter doel vooropstelt.
