Lucien Laurin (John Malkovich) is een voormalig jockey en tegenwoordig trainer van kampioenspaard 'Secretariat'. Penny Chenery (Diane Lane) is de eigenares van Meadow Farm, een paardenfokkerij in Virgina. Dankzij haar racepaard Secretariat kruisen de paden van verschillende mensen, waaronder die van Lucien en Penny.
