Jack Deth is ondertussen prima gewend aan zijn nieuwe leventje in het Los Angeles van 1991. Samen met zijn nieuwe vrouw probeert hij zijn trauma's te verwerken. Helaas zal zijn leven al gauw weer op zijn kop staan, als Jack ontdekt dat zijn broer weer begonnen is met het kweken van Trancers. Deze keer gebruikt hij weerloze zwervers en junkies voor zijn moorddadige experimenten.
