CIA/DEA special agent John Harmon wordt ingeschakeld wanneer de CIA op aanwijzingen stuit dat een groep gevaarlijke extremisten en een drugskartel willen gaan samenwerken. John stelt zijn team van zeer ervaren agenten samen. Harmon zet een gewaagde missie op touw om de twee groepen tegen elkaar op te zetten in een explosieve confrontatie.
