Step is een dansvorm die verschillende stijlen combineert en waarbij de nadruk op het voetenwerk ligt. In het Amerikaanse Baltimore wordt een groep jonge meiden gevolgd die elk een uitvlucht zoeken in deze moderne dansvorm. Ze zijn allen kansarm en leven in een sociaal onrustige stad, waar raciale rellen op de loer liggen.
