De zussen Lucy en Martha Morrow wonen regelmatig executies bij waar ze de mening delen de doodstraf af te schaffen. Op een dergelijk moment ziet Lucy Mercy, dochter van een politieagent wiens partner is gedood. De dader staat op het punt een dodelijke injectie te krijgen en Mercy is aanwezig om gerechtigheid te zien geschieden. De twee vrouwen delen gauw een diepe band.
