Regisseur Martin Scorsese geeft een blik op de concertreeks die Bob Dylan in het jaar 1975 speelde. Later is deze concertreeks bekend geworden onder de naam The Rolling Thunder Revue. De documentaire vangt de onrustige geest van Amerika in 1975 en de muziek die Dylan speelde in de herfst van dat jaar.
