Los Angeles wordt opgeschrikt door hevig misdaadgeweld. Rechercheur Mickey Delano herleidt dit tot Japanse yakuza misdaadbendes die de stad teisteren. Teneinde deze uit te schakelen wordt Akashi, een agent uit Tokio, naar LA gestuurd om Delano te helpen.
