In Out of control is geen plaats voor gelukkige kinderen. Sam is een gruwel en een van de gedetineerden in een jeugdgevangenis. Hij wordt de bully van Dean (Young), die zich op het rechte pad leek te bevinden, maar onder invloed van een slechte vriend bezweek voor een joyride en nu daarvan de consequenties moet uitzitten. Zijn moeder (Outhwaite) is in alle staten, maar machteloos.
